Looks like something of the like might be in the works for WoTLK.

It's mentioned in Eyonix's second post is response to people asking why the Kara attunement was removed.
And for those who don't know yet, the Kara attunement is no longer needed to get through the portal but you need the master key to get through the gate. Quests remain in game because you can still use the key. No flashy title though.
Done entirely to help people get their alts in.
