But where is it mentioned that 30 is the equivalent of 15/16?

Tauren are considered Adult at age 50 or so I believe. Somewhere around that range.

It's either in the World of Warcraft RPG book, or in the Horde Player's Guide. I can't remember, but it's in one of those.

I think it is the Players guide where it's mentioned. There's also a sticky with the race ages listed in the Lore forum.
