I "like" the ilvl thing that Blizz has implemented, however, too many ways to juke it up to get to 329 for heroics and 340+ for raids.
What I really want to know, for one anyway, is how high should mitigation be for a warrior tank going into heroics? Gorvena is ilvl 331 with 83% mitigation and ~122k health.
Belicosa and Chatima are both well above 340 and do well in heroics and BH, but I'm only doing serious raids on Beli right now.

Ok...no input...
Ran reg. VP last night and had serious trouble generating rage, even on a couple of the bosses, so I guess maybe my mitigation is high enough.

Ignore iLevel, worry about stats.
You could have shitty ass stats and a high iLevel.
Pretty much get in as much of the 'tier' before the 'tier' you're trying to move into as possible and you should have the stats to move up. For heroic dungeons that means stuff from Twilight Highlands, Uldum, and normal dungeons.
For raids that means full heroic gear, and justice point gear.
For heroic raids that means raid gear.
Prot warrior gear tends to have mastery, block, dodge, and parry on it. You want to get as much stamina and strength on your armor as possible, ignore pieces that lack these. Reforge excess hit into mastery, enchant stamina, mastery, hit, and expertise. Gem stamina and mastery.
A 1h weapon with mastery, str, hit, and stam is just as much a tank weapon as a SMF fury weapon, or a frost DK weapon.
