In short, Blizzard confirms that in the Burning Crusade, dungeons will be capped at 25 people, including Illidan at the Black Citadel.
Advise reading the OneUp link in the first post, it talks about many other very interesting things, such as scaling raid difficulty (and loot!) and a total revamping of the present honor system.

This makes me extremely happy.
40 man raids blow ass. While the concept behind playing with a bunch of people for a specific goal is good... the execution of said concept is so horribly wrong that it annoys the more "go getting" type. Examples? You bet.
- Hey, I'm going to go eat some dinner. Go ahead and finish out MC while I'm gone.
- Hey, we only have 20 people on! Where's the other 20!?
- We have five defending the fla- shit. We just got zerged by 39 people.
Nobody likes that... and the idea of "bigger is better" is never a good one... unless you are talking about my GIANT e-peen.
This will, hopefully, help flush out a lot of people (especially emo RPers) who have been extremely wary of raiding. It will also help out against the dreaded "uber guilds" eating away at people, just for the sheer numbers needed to run a 40-man raid constantly.
Now, we will have smaller, more skilled players in multiple guilds... and we won't have to worry about one guild dominating the game *just* because they were able to gobble up all the people who sell their souls for purple loot.

And scaling dungeons! Woot!
Arena PvP? Eh, we'll see how that works, but it seems to give BG's more of a gladiator sort of effect. No more rankings? Well, a high rank was sort of like a badge of honor, but it gives some people an actual chance at the gear for higher ranks.
And I agree with everything Abric said.

The expansion needs to come out much sooner. I am excited beyond words, and this news makes it even better. <3

Hehehe. I feel the same way. More and more the patch is becoming an idylic utopia, a new world of opportunity. On one hand, I'm terribly excited. On the other, I'm reminded that the current issues, and they are numerous, aren't going to be addressed until sometime "before the end of the year."

This is how blizzard has always been...
They release a great game, it has problems... They slowly fix the problems and then announce an expansion... Everyone says 'eh it'll be alright I guess' and is, on a whole, indifferent about it. Then about 3 months before the release of the expansion they announce some change that is so amazingly awesome that no one expected them to do. This ends up with two things happening people love it, or they hate it (ie. BE paladins). Then shortly after, blizzard starts releasing more info, and everyone goes nuts because blizzard has crammed so much into the expansion.
I for one am happy to see blizzard finally break away from the chains of Vavendi (at least a little bit)
