I don't know if this is happening hordeside, but just from standing in front of the SW bank for 10 minutes, I got hit up twice by the same flavor of beggar spam.
First guy's name was Hellspayne. He whispers me this sob story about him and his buddies starting a guild, and "as you know", this costs a lot of gold, and could I please help him? Anything would help. So...normally, I treat beggars fairly poorly, but I was like...eh, this once, I'll be nice.
And I watched as he didn't even attempt to run anywhere but straight to the AH with his freshly scammed gold piece.
I leave for STV for a few minutes, and when I return, as I'm standing at the mailbox, an unguilded rogue named Devilsangel whispers me...almost exactly the same words. The tells coming too fast to be typed, so they must be macros. She tells me a similar sob story about how she's trying to get a guild started, and "as you know", this costs a lot of gold. I cut her off and told her that her buddy's already scammed gold off of me. She tried to defend herself, but to no avail.
So, if someone asks you for gold cause they're trying to start a guild...tell them that there's a bountiful harvest to be had in mining and put them on ignore.

I already did that anyway ;p. My policy is if they arent a friend I dont help them. Mean yes, but you never know when they will be a begger who is just scamming. Also in alot of ways they will be better helped by playing and figuring out how to get the money the right way if they arent scammers.

Ditto what Karkarov said. I usually just completely ignore tells asking for money. Somebody once starting telling me, after I told them that getting ignored would be a common response to begging, how people of the same class were usually very nice when it came to donations. I have a hard time believing that.

I always tell them to RP it if they're going to be a beggar. It's an RP server after all. Most won't take the effort. If they DO come find me and beg in an RP manner, I mock them and give them some silver for entertaining me.

Now THAT is a fine idea. Leave it to "Brig to promote an RP angle to them.
I like it. Its like the guy that hangs out near our beer store. He plays a beat up old acoustic guitar, with only 3 strings intact and totally out of tune. The songs are gibberish but I toss him some coinage anyway, because at least he's making an effort. Its kinda like work, because it IS entertaining..!

I'm with 'Brig, I always give handouts to beggars if they're actually RPing. Otherwise I get all pissed off in character and threaten to report them to my superiors.
Then they're all like "wtf? y r u gonna report me?"
*sighs* One time I did actually meet a roleplaying beggar, surprisingly named "Beggar".
I gave him 10 silver. I should have flipped him a gold.

If i am going to give them gold, i make them do a task for me. RP all of it. Or if they have a pathetic RP name I tell them to go kill thrall and then i say I have reported their name.
I usually get verbally abused alot - but the bastards deserve it.

I usually demand they recite a poem. Any poem. Even make up a bad one. Quite a few of them spend 5 minutes aruging with me, stating they hate poetry and won't do it...of course in those five minutes they could have thrown out a bad poem and had their money.
Actually, this sounds like an appropriate racial trait for those Draenei. Bad Poetry, an AoE fear that even works on your own faction. Once the fear wears off opponents attack power against you is increased by 50 for one minute.

I basically just tell them in troll speak that I don't give handouts, and they go away. Used to tell them I needed the money for my mount (which I did).
But this one time, this guy asked for thirty-seven copper to buy a skill or something. I gave it to him. I mean jesus o.O

Yeah, kinda hard to imagine the guy running off with a huge profit from 37 copper.
