Those in the Horde who practice cannibalism are directly disobeying the will of Thrall and the Darkspear Tribe, who are both very much so against practicing it. The Undead are part of the Forsaken, which while allied with the Horde still have their own agenda, and are thusly not opposed to devouring humanoid flesh.
